湘南・鵠沼、波高し…サーファー２団体が対立（読売新聞）
神奈川県藤沢市の鵠沼海岸で、海岸の利用ルールをめぐり、地元サーファー団体間で論争が起きている。
漁協に「謝礼」を払うなど独自のルール制定を目指す団体が設立され、同海岸を使用すると県に届け出たことが発端。新団体は漁協の支持を得ていることなどを理由に、他団体が海岸を使う場合は連絡するように主張。これに対して既存の団体が「浜の私物化につながる」と反発している。
今年４月から１１月にかけての土、日、祝日、鵠沼海岸を漁業振興のために使うとする「海岸一時使用届」を県に出したのは、５月２８日にＮＰＯ法人の認証を県から受けた「鵠沼の海を守る会」。同市内のサーフショップ店主らを役員とし、趣旨に賛同する人にステッカーを販売するなどして資金を集め、漁業者に謝礼を払うとしている。
使用届は、浜辺の使用状況を把握するため県が受け付けている。守る会によると、先に届け出た団体に後から出した団体が連絡して調整する慣例があるといい、同会が連絡や調整の窓口になると主張している。同会の古屋総史理事長は「漁業権のある漁協に使用料を払うのは当然」とし、４月にサーファーら約５０人に趣旨を説明し、賛同を求めた。
一方、全国組織の日本サーフィン連盟の湘南藤沢支部を実質的に兼ねる同市サーフィン協会（会員約４００人）の田中啓三相談役は、「届け出だけで使用の実態がない。新団体が海岸を取り仕切り、使用料を集めようという意図としか思えない」と首をかしげる。同協会によると、これまでは同協会が調整の上で、サーフィンの大会を開く団体が使用届を出していた。田中相談役は「地引き網の区域を避けるなどすれば漁業と共存できる。一方的な使用料徴収を認めれば、国民が自由に海岸を使える権利を侵すことになる」と話す。
相模湾沿岸では県の主導で自治体ごとに「海・浜ルール」と呼ばれる自主的な決まりが設けられている。藤沢市では、地引き網操業中の赤い旗が立ったときにはサーフィン愛好者は船や網に近付かないようにするなどのルールを設けているが、漁協に謝礼を支払うかどうかは決まっていない。
漁業者の反応も様々だ。藤沢市漁協の葉山一郎組合長は「現行の海・浜ルールは守られていない。地引き網操業中にサーファーが漁師にぶつかったり、操業エリアに入ってきて迷惑を受けている」とし、「守る会」の活動に協力するよう日本サーフィン連盟湘南藤沢支部あてに要請文を出している。江の島・片瀬漁協の浜野正一郎組合長は「聞いていない」と静観の構え。
